Appointment of Camp and Conference Center Board of Managers

The Bishop appointed the following individuals to serve on the Camp and Conference Center Board of Managers and asked for consent from the convention: Patricia Tanzer Askew, Ann Blakeney, the Rev. Matilda Dunn, Mike Fowler, Jeanne Claire Jones, Henry Lodge, the Rev. Stephen Askew, Cliff Betts, the Rev. David Dearman, the Rev. Chris Epperson, the Rev. Hugh Jones, the Rev. Bo Lewis, Wanda Morrell, Norma Mills, Tom Peters, the Rev. Kay Reynolds, Jay Secor, Virginia Tolbert, the Rev. Joe Pinner, the Rev. Mike Robinson, the Rev. Perry Scruggs, Bill Waldrop, and Annie vonRosenberg. A motion was made and seconded.

Report of the General Resolutions Committee

Bishop vonRosenberg called on the Rev. John Talbird to report on the General Resolutions Committee. Mr. Talbird moved the following resolution and recommended adoption of a substitute.

Resolution #12 Capital Funds Campaign
Resolved: That Bishop and Council of the Diocese of East Tennessee be given approval by Diocesan Convention 2001 to engage in a Capital Funds Campaign for the purpose of funding the purchase of land, and building on the grounds of the Manley property; creating an endowment to subsidize the yearly operation of a Camp and Conference Center; and to endow support for seminarians and mission growth including campus ministry.

Parlimentarian Tom Peters moved an amendment to Substitute Resolution #12: In line 1 of paragraph 1 after "million" add "and the development of same as a camp and conference center." Vote was taken on the amendment.

Mr. Talbird moved the following resolution and recommended its adoption.

Resolution #13 A Resolution to Adopt "20/20: A Clear Vision" as the Domestic Mission Imperative of the Diocese of East Tennessee

Resolved:
Whereas, the Episcopal Church has adopted "20/20: A Clear Vision" as its vision for mission and ministry development, and;

Whereas, the Diocese of East Tennessee has already initiated efforts and programs which support that vision, and;

Whereas, the church is called upon to grow for the sake of the Good News of Christ, calling all people into his reconciling love;

Therefore be it Resolved that the Diocese of East Tennessee adopts "20/20: A Clear Vision" as its own Domestic Mission Imperative; and be it further

Resolved that all Diocesan and congregational programs keep the principles of "20/20: A Clear Vision" as definitive; holding church growth, youth and young adult ministries, ethnic and racial ministries, and prayer and spiritual development as first considerations.

Resolution #14 Support for Victims of Violent Crime
Resolved: That the delegates of this 17th Convention of the Diocese of East Tennessee express our sympathy, support and concern for all victims of violent crime and their loved ones.

Resolved: That the delegates of this 17th Convention of the Diocese of East Tennessee express our sympathy, support and concern for all victims of violent crime and their loved ones.

Recognizing that ministry for victims and their loved ones is often lacking, we request that the parishes in the Diocese of East Tennessee examine the needs in their communities and consider exploring a ministry to meet the needs of these individuals which may include prayer/memorial services, hosting a support group for victims and parish education.

Be it further resolved that each delegation is requested to make the contents of this resolution known in their respective communities.

The Bishop requested that the Committee consider an editorial change of "parishes" and "parish" to "churches" and "church" in lines 3 and 6 respectively. The Committee agreed.

Debate followed on Substitute Resolution #14.

The Rev. Carter Paden moved an amendment to Substitute Resolution #14 to add in line 6 after "education" the words "and supporting victim offender reconciliation programs."

Mr. Talbird moved the following resolution and recommended adoption.

Resolution #24 A Call for an Immediate Moratorium on the Death Penalty
Be it resolved that the Seventeenth Annual Convention of the Episcopal Diocese of East Tennessee reaffirms its long-standing opposition to the death penalty, and urges Governor Don Sundquist to issue a call for an immediate moratorium on the death penalty in Tennessee.

A delegate rose to ask if the state of Georgia should be included. The Committee agreed that it should. On line 2 following "Sundquist" the words "and Governor Roy Barnes of Georgia" were added and after "Tennessee" the words "and Georgia" were added.

Announcements

The Rev. Al Minor spoke to the convention about cooperative work between the Diocese of East Tennessee and the Evangelical Lutheran Church in America in the area of disaster response.

The Bishop announced that the Eighteenth Annual Convention would be held in the Chattanooga area Feb. 8-10, 2002.

Results of Election Ballot #1 Standing Committee
Jim Shearouse announced the Rev. Jocelyn Bell was elected in the clergy order, and Harry Chase was elected in the lay order.

Mr. Shearouse announced the Rev. Craig Kallio was elected.

Mr. Shearouse announced Prestine Huckabay was elected.

The Bishop encouraged all delegates to return at 5 p.m. for the Service of Evening Prayer by Diocesan Youth attending the Diocesan Youth Event.
